License unavailable at this time????

If there is an error message stating that the license is unavailable at this time and to try again later....and you recieve this trying to install AIM (aol instanst messenger). It said 23 and under that a 0. It was entitled zmud.exe. It began yesterday. I am not sure it if it is that 23 code error or not. Chris here is experiancing it... He has Windows 98... and he had to reinstall it since it would not take XP, and he says he uninstalled Zmud, before reinstalling 98. Any ideas would help...
