Mouse Wheel Doesn't Work in Help

I've noticed for some time that the mouse wheel does not scroll the screen when in the help screens. I've used Zmud on various machines and none of them work. Is there a reason for this? Can it be fixed?

This is probably not a bug with zMUD - as zMUD just calls the Windows application for displaying help files... Winhelp.exe, I think.
