Package Library - Install vs Update

I have had several people who use my packages complain about getting duplicate settings (that have not been changed on my end) of nearly everything.
I am thinking that perhaps they managed to download what they already have installed.
If so, could clicking on install, when you have it or a previous version installed, pop up a yesno forcing them to try and update it first? |

When you upload new versions, are they the same file as the last time you uploaded a new version or did you have to export/import to fix corruption? Using the XML process generates a new UID.
