[3.03a] Unable to change package loading order

I can't change the loading order for packages in the "Package Files" tab of the "Edit Session" window.
From the help:
Use the 'Up' and 'Down' buttons to move the selected package up and down in the list to change the loading order.
It seems that currently these buttons only move selection highlight and not a list element itself. Drag-drop also not works. |

Confirmed and added to bug list. Note that this problem is not new in 3.x and is also a problem in v2.37.
