Click on the blue end part of a toolbar and click customize to bring up the customize dialog. Go to the Options tab, and select "Large Icons". Close the dialog. Open it again, and uncheck "large icons". The icons don't restore to their previous size.

This is a known issue. The large icon feature is not implemented and won't be for a while. That dialog is part of the Developer Express toolbar system and there is no easy way for me to hide the large icon option. So just ignore it for now.
