I had assumed that packages were exported, based on the bug with multi-states get stripped from uploaded packages.

There must be some sanitizing process going awry instead, ...

That's it!

Changing the pattern to {@ScanSettings.String} made it parse properly, and required no other changes to the package.

That has the added side effect of not requiring escape characters ...
