You should probably email the elicense support team at support@elicense.com since they are the experts. I had a look at the faq on their site, www.elicense.com/usersupport/el_faq.htm but couldn't find anything on error 10. I did find error -10, but that appeared to be usually firewall/proxy problems.
Anyway, send them an email with a description of your problem. From past reports, they usually answer within a few hours so if you don't hear anything after a day or two send them another email. However, I don't know if they work weekends, and Monday is a U.S. holiday, so they might not be available until Tuesday.
