BUTTON ARRANGEMENTS?

I am trying to organize my buttons and I can't seem to figure out how to control button arrangements.
I know you can control where the buttons are located such as top, bottom, left and right and others. But what I want to do is to have all buttons on the bottom (which I have already) however, I want to further organize it in a way that the first row of buttons would be let's say defensive magic spells and the second would be offenseive magic spells and the third row would be whatever...you see what I mean.
Right now the buttons are just being added across the page and then continues to the next line when it reaches the end.
