Almost certainly, but without seeing some examples it's pretty hard to trigger on anything.

Have you ever used a drawing program that let you lock multiple shapes into one group (ClarisWorks did this, I'm sure similar apps and real drawing programs like CorelDraw or Adobe do as well) so that moving any part of the group moves the entire group? That's sort of the concept behind multistate triggers; each state in the multistate group come into focus and operate according to the rules used to define the states, preventing the triggers from firing out of order.
