Looking up something for a script earlier and i found out that CMUD doesn't understand the extended ascii codes.
Or if it does, the symbols are not matching up. |

It does understand them, but those are dependant on the font used. Medievia Sans Serif is one font that uses those displayed codes, but you can just use the Windows Character Map utility to see what other fonts on your computer have what symbols for the extended codes.

Yes and no. Zugg will determine if this is a bug or an error in the documentation. It supports the ANSI character table but not the ASCII character table.
It looks like zMUD also used the ANSI character table, so I'm going to guess that this is an error in the documentation.
