[3.04 Bug] #LOCAL still requires $

According to version history:

I just did:
#LOCAL test test2 test3
#SAY $test $test2 $test3
in settings. I clicked syntax check, and it returned: 'invalid local variable: test at row 2 col 6'

Weird. It was working at some point. But confirmed and added back to the bug list.
