Fixed problem with session timeout message

Seems that the Cookie detection code (which displays a message about your session being timed out) wasn't working in the case that you visited the site for the very first time. It was also happening if you closed your session, closed your browser, then re-opened the browser. Since this was being displayed for first-time visitors, it was a bit annoying.

I've fixed the cookie detection code so that now it only runs when you actually try to log in to the system. So it should still help in cases where you have cookies disabled or have the clock on your computer set wrong, without giving these extra messages when someone visits the site for the first time.

Thanks to slicertool for reporting this to me privately. It was a bit embarrassing to have this problem with a bunch of new people starting to visit the site.
