[2.26] Adding packages to package library

Maybe I've missed something, but I can't seem to find the option to add a package to the package library. It's been ages since I've done this, and now I have some scripts that I would rather just add to the library and have people install that way.
Is the option missing? If so, was it intentional? And if so on that, why?
