I think this was just a file permissions issue in Vista, but I'm not certain.
All I did was open the Package Library and hit the Get Updates button.

When you installed CMUD, what options did you select for the Program file location and the Datafiles location? I'm assuming you are using the Vista defaults (with datafiles in "My Documents"?). Can you look in your datafile folder and then in the "packages" folder and see if you have a PKGCACHE.DB file? That is the database that the package library is creating/updating.
