[2.18 Pro] Package creation difficult when a module with the same name exists

I had originally imported more than a dozen different modules into my main Lusternia package. Well, now I want to start breaking them out into a few different packages, and I found an oddity (or two) with the Package Editor.

I first created a new package with the same exact name as one of my modules in my main package (i.e., "Treant Gear"). The new package had no module, window, or anything in it, which I thought was fine. I then tried to drag and drop my Treant Gear module from the Lusternia package up to the Treant Gear package tab to move it where I wanted it. It was removed from Lusternia but not added to Treant Gear. I figured something got out of sync, so I closed everything and re-opened the session. When I loaded it, though, I got a second window with the name Treant Gear that was found in my Treant Gear package.

I figured out that the problem was caused by having the module there with the same name as the package I created, since CMUD doesn't specifically try to create the new module inside of the package being created. It appears to do more of a "global" module create/update operation, leaving my new package in limbo, so to speak.
