I know how to do the inverted ~&<color><color> and use it to relay important things.
such as tell @leader ~&<color><color>You left me
I can't figure out how to make the text blink so that I can also use that form to relay important things to my @leader. |

These are MUD colour codes, and nothing to do with zMUD. You'll need to find out the code for blink on your MUD to use it.

Try reading your MUD's help files, speaking to an experienced player on your MUD, or asking your MUD Admin.

The majority of MUDs do NOT support the ANSI blink because it can be very annoying. However if you mud does it will usually be under the 'help colors' entry.
