The low-level configuration doesn't allow negative numbers for the paragraph numbers. Yes, it's a minor bug that the UI doesn't trap this. But in general you shouldn't be trying to edit these low-level values as you'll easily end up with a configuration that doesn't work. These low-level values are shown more for debugging purposes.
