Gauges and Toolbar setting

I have my gauges set to Toolbar 2. In v1.34 this was just above the command line, but below the output window. Now they are all above the output window, and it seems no matter what I change the toolbar setting to, I can't get them below the output. Is there some other way to relocate them that I'm missing?

I thought this was a bug at first, so I sent it through the ingame comments, but later found this:
Go to Prefs. Under User Interface, click Buttons. There is a menu for the default location for all four toolbars and the default button settings. |
