The Tick Timer does not turn off when you log a character off, it counts down and enters the commands even after it is not connected to any MUD.

That's not a bug, it's a feature :)
I think some people wanted the timers to still count while disconnected, there's some discussion somewhere on the reasons (can't find it offhand though) |

If you want it to stop when you are disconnected you can use the events ondisconnect onconnect to enable and disable the timers
