[1.27] Restore button on Package Editor

The Restore button in the upper right of the Package Editor is not working correctly. It causes the Package Editor to be minimized. You can have a maximized Package Editor window, or a minimized one, but not a smaller restored Package Editor window.

When you have used the restore button to minimize the window grab the edges to pull it to the size you want.
