"Submit" button.

If you've clicked on the Quote button to create a reply containing a quote, the Submit button works like the Preview button. Clicking Submit takes you to the post preview page.

I think this is partially intentional and based on the speed that you formulate a reply. If you are really quick to make the reply you get the preview screen first.
