[1.24] Alarms not firing if parent window doesn't have focus

Spotted by cojad in the zMUD forums
http://forums.zuggsoft.com/phpbb/viewtopic.php?t=26042

Open a session

Create a new window
#win Test

Create an alarm that fires in 5 seconds
#alarm +5 {#say test123}

Click to select the Test window you created earlier. Wait 10 seconds
Notice the alarm doesn't ever fire in the first window

Click back into the first window, check which alarms are running
#alarm

The alarm you made is still counting down but is well into negative numbers.
