I am not sure if this is intentional but when using the color picker if you use the pick box to select a rgb value the color picker displays an $ character in front of the rgb value in the window and is also copied into the clipboard with the $ character when you click ok.

That is correct. That's the syntax for hex color values. You can also use # instead of the $, or 0x instead. But the color picker uses the default $ syntax.
