Substitute and MXP

I'm having a problem with this substitute line

#SUBSTITUTE {This quest is called <a 'http://www.pkzone.org/reference/quests.php?search=0&keyword=@questname'>"%1"</a>, for Adventurers levels %2 to %3}

Everything works up to where it gets to the &keyword in the link. What happens is the &keyword gets removed. If I put a ~ in front of the &, it removes &keyword=@questname.

It works fine if I use #MXP but I'd really like to substitute that line instead. Any ideas?

#SUBSTITUTE {This quest is called <a "http://www.pkzone.org/reference/quests.php?search=0&keyword=death">"Click Here"</a>, for Adventurers levels %2 to %3}

this opens
http://www.pkzone.org/reference/quests.php?search=0&keyword=death

For me.

#MXP = #SUBSTITUTE designed to handle MXP tags.
