Sadly the error message doesn't tell any of us anything other then your running Win95/98. Without some idea when the error message occurs or what you were doing at the time, and maybe even some details on your system we can't really even guess at the problem.

Some starting things would be to check for corrupted settings and check that your MDAC and JET are up to date.

Does the splash screen display? If so what is it initializing when the error occurs?

I know this is old news, but I have the exact same problem. Running windows 98, no other programs running in Ctrl-alt-del except explorer and systray. I started my computer, closed down all the programs that start (virus scanner, msn messenger etc) and it does not work.

I ran it last night fine, and the only thing I have done between last night and tonight is look at *ahem* "adult material" online. Hopefully I don't have a virus (ran the scan, nothing showed)

It is possible my dad messed with my computer. I will check into that. If I find anything out, I'll post it here.

Okay, again old news. I fixed my problem by upgrading to windows XP and running a myriad of spybot's and adaware type programs. Now I get no error.
