escaping quotes in triggers

I want to set a title for the who list via trigger and it doesn't appear I can escape embedded quotes
Supernaut say, "open the pod bay doors, HAL".
The quotes disappear. I've tried doubling htem and using backslashes.
There is more going on, that I'd want to use a trigger... I just simplified it for this question. |

Use ~ (unless you've changed it).
Supernaut say, ~"open the pod bay doors, HAL~". |
