AC Explorer will not Load

When I click the icon to lauch AC Explorer it will not run. In fact it does not even open a window at all. I have tried removing it and re installing it but same results. I also tried downloading Z explorer and got the same results.
Can anyone help me with this?

Make sure the LicCtl service is running in the background. Make sure you installed and ran AC Explorer or zExplore from your Admin account the first time if using Win2000 or WinXP. If you still have trouble, contact eLicense directly at support@elicense.com. Something is preventing the eLicense system from decrypting and running the application.
