Simple User List Trigger

Ok. How would I make a trigger set up to where I could add names to a botlist for my cleric. Such as one character says "bot whoever" then my cleric adds that name to the list granting access to use of spells. For reference the characters names involved are:
Thief-Victoria
Cleric-Jolyen
Paladin-Desired
So Victoria and Desired should have control over the botlist to add/rem users.
So far I have the basic triggers for all the spells set up with Jolyens settings such as (*) says, 'heal' heal %1
I have them all set up under a class called bottrigs.
