Child Windows
 
I have a capture that sems to work but everytime i reconnect to it the child windows open (good) and have a command line and status bar (bad) i have tried removing them manually and saving the layout but it keeps returning, is there a way to set the command line and status bar to off on a child window?

Here's how this works:

Anything that appears inside the window borders (other than actual text sent to it) is stored in that window's settings file. Anything related to position (maybe attributes like stay on top, but I don't remember) is kept in the layout file.

So, to fix your problem you need to save your settings for that window.

Another possible solution is to edit the character. Set the "Layout" file to blank and/or uncheck "Use Layout". I have many characters with multiple windows, they all open the child windows whenever the character is opened, and none of them have command lines or status bars in the child windows.
