#CAPTURE issue

Seems a friend of mine is having trouble using a script that works for me, and im not sure what the difference is.

Its a multistate trigger

#TR {ooc tell} {#CAP Tells}
#COND {^(%w)} {#IF (%1=(%lower(%1)) {#CAP Tells;#STATE 1}}

I think the issue is when the condition is not met.
Is there a way to force it to recheck the line against state 0 once it fails the state 1 pattern?

Use Within Lines|param=1 instead of Pattern.
